CSHLRA Announces Closing on Financing for Renovation

110K Square Foot Parham Kitchen will become a USDA certified production facility, operated by Food Service Partners Holdings

[MILLEDGEVILLE, GA, September 18, 2019] — Central State Hospital Local Redevelopment Authority (CSHLRA) in collaboration with the City of Milledgeville, Baldwin County and Maryland based Food Service Partners Holdings is pleased to announce the closing of the necessary financing with Byline Bank in Chicago to begin renovation of the 110,000 square foot Parham Kitchen. The initial financing is based on utilization of a US Department of Agriculture (USDA) Rural Development financing loan ($10 million) to assist in rural development projects. The project financing was also supported by our local governments, Century Bank of Milledgeville and by several other private investors.

The facility will be modernized, renovated and licensed as a USDA certified food production facility operated by Food Service Partners.  Construction Management Services will be provided by Cold Storage Manufacturing, Inc. headquartered in Union City California. Cold Storage Manufacturing specializes in construction of food production facilities nationwide. Local construction coordination and support will be provided by Dyer Construction from Milledgeville. The anticipated completion date of the facility is late Spring 2020.  Construction will begin by the end of this month. When completely staffed, the Georgia International Food Center (GIFC) will employ 280 full-time staff by the end of 2020.

This project has been in planning stages for over three years. Milledgeville and Baldwin County will now become a focal point for Georgia’s largest industry— Agriculture — when the Parham Kitchen reopens as the Georgia International Food Center is opened. 

Food Services Partners Holdings Inc. was established in 1997 and has focused on quality food, nutritionally prepared and served to institutional groups such as The Hospital Authority of New York City and the Kaiser Permanente Hospital Group. Food Service Partners has similar facilities in New York, Virginia, Texas, and California. Last year meal production nationwide exceeded 33,000,000 meals.

The Central State Hospital LRA was established in 2012 by State Legislation as a political unit of the State of Georgia. The sole function of the Authority is inducing economic and job creation by leveraging the real estate assets of the Central State Hospital in Milledgeville.
